(A) All plumbing installations, alterations, repairs, and maintenance to plumbing systems in the town shall be done by a licensed plumber.
(B) Superintendents of buildings, firefighters, porters, or general workmen around hotels, factories, or other buildings shall not do any plumbing work except the repairing of leaks or unstopping of pipes where it is not necessary to remove any part of the work or fixtures.
