All panelboards which have spare pole space, or spare over-current devices and are set flush in masonry or finished walls shall be provided with at least one 1-inch approved raceway or other equivalent provision for future extension. These raceways, when required, shall be installed to the basement, crawl space, accessible ceiling space, or attic, or to a junction box in ceiling or side wall at ceiling line.
