Fees for permits shall be based upon the total estimated cost of the proposed work, including all subcontracts, if any, but in no case shall the total estimated cost be less than the market value of similar completed work in the town, as determined by the appropriate inspector. Permit fees shall be as established from time to time by the Town Council. Schedules of such fees shall be maintained on file in the offices of the appropriate inspectors.
