(A) The Town Manager shall be chosen by the Town Council solely on the basis of their executive and administrative qualifications with special reference to actual experience in, or knowledge of, accepted practice in respect to the duties of the office as set forth in this section.

(B) The Town Manager shall be the chief administrative officer and the head of the administrative branch of the town government. They shall be responsible to the Town Council for the proper administration of all affairs of the town. Required duties are as follows:
(1) They shall appoint and suspend or remove all town officers and employees not elected by the people, and whose appointment or removal is not otherwise provided for by the law, except the Town Attorney and the Town Clerk, in accordance with those general personnel rules, regulations, policies, or ordinances as the Town Council may adopt.
(2) They shall direct and supervise the administration of all departments, offices, and agencies of the town, subject to the general direction and control of the Town Council as otherwise provided by law.
(3) They shall attend all meetings of the Town Council and recommend any measures that they deem expedient.
(4) They shall see that all laws of the state, the town Charter, and the ordinances, resolutions, and regulations of the Town Council are faithfully executed within the town.
(5) They shall prepare and submit the annual budget and capital program to the Town Council.
(6) They shall annually submit to the Town Council and make available to the public a complete report on the finances and administrative activities of the town as of the end of the fiscal year.
(7) They shall make any other reports that the Town Council may require concerning the operations of the town departments, offices, and agencies subject to their direction and control.
(8) They shall perform any other duties that may be required or authorized by the Town Council.

(C) The Town Manager shall receive as compensation such sum as may be fixed by the Town Council.

(D) When the position of the Town Manager is vacant, the Town Council shall designate a qualified person to exercise the powers and perform the duties of Town Manager until the vacancy is filled. (G.S. § 160A-150) ('71 Code, § 2-17)
(E) By letter filed with the Town Clerk, the Town Manager may designate, subject to the approval of the Town Council, a qualified person to exercise the powers and perform the duties of the Town Manager during their temporary absence or disability.
During this absence or disability, the Town Council may revoke that designation at any time and appoint another to serve until the Town Manager returns or their disability ceases.
