§ 114.07 ASSESSMENT OF CIVIL PENALTY.
   The Police Chief or Fire Chief shall assess civil penalties under the provisions of this chapter. A notice of assessment of a civil penalty shall be mailed or hand delivered to the alarm system user at the address listed in the alarm system user permit application, and shall be deemed assessed on the date such notice is mailed or hand delivered.
