§ 114.03 ALARM SYSTEM USER RESPONSE TO POLICE ALARMS.
   (A)   The alarm system user or a representative thereof shall be available at all times for the purpose of responding to police alarms by personally appearing at the home or building designated in the permit following an alarm of any kind. If, following a police alarm, the alarm system user or a represent- ative thereof fails to appear at the premises designated in the permit within 30 minutes after being notified by the Communication Center at the telephone number listed in the alarm system user’s updated permit application, the alarm system user shall be assessed a civil penalty in accordance with § 10.98 of this Code of Ordinances.
   (B)   If, in the event of any police alarm, the Communications Center is unable to notify the alarm system user or a representative thereof, or if the alarm system user or a representative thereof fails to appear at the home or building designated in the permit within 30 minutes after notification, the Communications Center may elect not to respond to any further police alarms from that system until the alarm is reset by the alarm system user or, in the case of a defective alarm system, until the alarm system has been repaired.
   (C)   Violation of the provisions of this section is sufficient cause for the Police Department to cease responding to further alarms until:
      (1)   The alarm system user has paid all outstanding civil penalties in full; and,
      (2)   The alarm system is reset by the alarm system user or, in the case of a defective alarm system, the alarm system has been repaired.
