Every owner and operator, or both, of taxicabs within the town shall keep a record of all calls received from persons requesting transportation and the driver of every such vehicle shall keep a record of his trips, including origin and destination, and time of beginning and end of each trip made, which record shall be open to inspection at all times by the Police Department of the town. A complete record of each taxicab must be available for inspection by the Chief of Police before a certificate of convenience and necessity is reissued by the town.
