§ 113.38 ISSUANCE.

If the Chief of Police finds that the applicant is not prohibited by the provisions of this chapter from receiving a driver's permit, and that the applicant is a citizen of the United States and is not a habitual violator of traffic laws, or other criminal laws, the Chief of Police shall issue a permit to the applicant to drive a taxicab.
