§ 113.37 REFUSAL.
   No person shall be granted a driver's permit if he has been convicted of a felony. No person shall be granted a driver's permit if he has been convicted of the violation of any federal or state statute relating to whiskey, narcotic drugs, or lottery tickets, or a violation of any federal or state statute relating to prostitution, within three years prior to the date of the application for such permit. No person shall be granted any permit if he has been found guilty of three violations of the traffic laws of the state or ordinances of the town within 12 months prior to the date of the application for such permit.
