Any franchise issued under the provisions of this chapter shall become null and void if the franchisee does not place in operation within a period of 30 days the taxicab(s) for which the franchise was obtained; and the franchise issued for any taxicab(s) that is not operated during the period of 30 days shall become null and void. The Chief of Police shall certify upon the expiration of 30 days that the taxicab(s) being authorized by the franchise are in operation. The Chief's certification shall be provided to the Town Manager.
