(A) No motion shall be considered or put until seconded, and when seconded, the motion shall be stated distinctly by the presiding officer and shall be reduced to writing by the member making it, upon the request of the presiding officer or member of the Town Council.

(B) When a question is under consideration upon motion, no new motion shall be received or enter- tained, except as follows:
(1) To adopt.
(2) To lay on the table.
(3) To postpone indefinitely.
(4) To refer to committee.
(5) To amend or to divide.
(C) Motions to adjourn and lay on the table shall always be in order and shall be decided without debate.
