It is unlawful for any person to engage in the construction, operation, or maintenance of a CATV system in the town unless that person or the person for whom such action is being taken shall have first obtained and shall currently hold a valid franchise granted pursuant to this chapter. It is also unlawful for any person to provide a CATV service to the town unless that person shall have first obtained and does currently hold a valid franchise granted pursuant to the provisions of this chapter.
