§ 99.110 PIPING OF STORM DRAINAGE DITCHES.
   All open storm drainage ditches desired to be piped will be at the owner's expense for materials. All labor equipment will be at the town's expense. The following exceptions shall apply:
   (A)   The town may decide not to participate in the labor and expense to pipe a ditch when it is determined that the town does not have the necessary equipment to perform the work, or that the piping work is not economically feasible.
   (B)   The town may, at its own expense, decide to pipe a ditch when it is determined that piping is necessary to alleviate a drainage problem created by the town.
   (C)   The town may decide to participate in the cost of oversizing drainage pipe.
   (D)   The town may, at its own expense, decide to pipe a ditch when it is determined that piping is necessary to alleviate an engineering problem, or is in the overall interest of the town.
