There shall be no parade, demonstration, aggregation, or assembling of groups on the public streets or in or around any public building of the town except upon the issuance of a permit therefor, under the regulations set forth in this subchapter. The Chief of Police or, in his absence, the next highest ranking officer of the Police Department, by authority of the Town Council, is authorized to issue permits required by this section.
