The Town Council, prior to approving any project or authorizing any street improvement, shall determine if water and sanitary sewer facilities have been installed within that portion of the street located between the curbs. If the facilities have not been installed or if the facilities are inadequate and will have to be replaced, the Town Council shall postpone the street improvement project pending the installation of these facilities.
