§ 99.050 PETITION FOR IMPROVEMENTS.
   (A)   The town will not consider paving or otherwise improving any street or alley unless a petition is presented to the Town Council on forms provided by the town signed by a majority of the property owners who represent a majority of the lineal footage on the street proposed to be improved, requesting that the total cost of the improvement be assessed against the abutting property owners.

   (B)   Petitions for street improvements may include requests for sidewalk improvements in accord- ance with town specifications. Sidewalk improvements may be constructed as part of the street improvement project and in the same manner, except that 100% of the total cost of sidewalk improvements, exclusive of the cost at intersections, shall be assessed against the property owners.
