Except with the permission of the Town Manager, no person shall obstruct any street or sidewalk of the town by placing or exposing thereon any boxes, merchandise, or other things; however, this section shall not be construed to prevent merchants making reasonable use of sidewalks of the town in loading and unloading goods or their using 2½ feet of the sidewalk for displaying goods, but no goods shall be allowed to remain on sidewalks at night.
