If any owner or occupant, after receiving notice pursuant § 97.08, fails, refuses, or neglects to comply with said notice, the Town Manager or his designated agent shall cause weeds to be cut and any debris removed from the property and the costs thereof to be billed to the owner. If payment is not received within 15 days from the date of billing, the costs shall become a lien upon the property and collected in the same manner as ad valorem taxes.
