The planning and extension of the water and sewer system of the town shall be accomplished in accordance with the following general principles:
(A) Extension shall be made in a manner so as to promote the orderly growth of the community without regard to town boundaries.
(B) Extension of utilities to properties located outside of subdivisions under development shall be financed by the owners of the benefitted property through a development agreement.
(C) The town shall be responsible for the maintenance, operation and control of all water and sewer facilities after dedication and acceptance by the Town Council.
(D) Requests for extension shall be preceded by an application for a specific water and/or verification of sewer capacity in accordance with the procedures established herein.
