The Town Council shall from time to time, as it shall deem wise, adopt rates, rules, and regulations, governing the water, sewerage, and electrical systems of the town, and it shall at all times keep available for inspection by the public a copy of the rates, rules, and regulations in force and on file in the office of the Town Clerk.
