(A) Any alarm system user within the township who maintains an alarm system that registers more than 3 false alarms in any 1-year period is in violation of this subchapter.
(B) Alarm conditions caused by the following extenuating circumstances shall not constitute a false alarm, and no false alarm fee shall be charged by the township:
(1) Alarm conditions being activated by persons working on the alarm system with prior notification to Police or Fire Department of the township;
(2) Alarm conditions being activated by severe weather or other violent conditions beyond the control of the alarm user; or
(3) Alarm conditions activated by disruption or disturbance of telephone of other communication systems.
