It shall be unlawful for any person to place, deposit, or permit to be deposited, any human or animal excrement, garbage or other waste ordinarily regarded as wastewater, upon or below, the surface of public or private property within the jurisdiction of the township, except by discharging such wastewater into an approved connection to a public sanitary sewer where available or an approved private wastewater disposal system.
