No person violating any provision of this chapter shall, upon conviction before a court of competent jurisdiction, be fined a sum of not less that $250 nor more than $500, or imprisoned for not to exceed 90 days, or both so fined and imprisoned for not to exceed 90 days, in the discretion of the court.
