A. All fees for business licenses shall be set by resolution of the City Council.
B. The City Council shall allocate fees to the following categories of businesses:
1. In-City Businesses: a base fee plus additional fee based on the total number of full and part time employees. Only a base fee will be charged for businesses with zero to five (0 to 5) employees. The base fee plus an additional fee will be charged for businesses with six to ten (6 to 10) employees and businesses with eleven (11) or more employees.
2. Out-of-City business: a base fee.
3. Commercial/industrial landlords: a base fee.
4. Residential landlords: a base fee for each unit.
5. Contractors:
a. Annual contractor license: a base fee.
b. Project contractor license: a base fee.
c. Seven (7) day contractor license: a base fee.
6. Manufactured home park: a base fee plus a per unit (number of pads) fee.
7. Lodging business license: a base fee plus a per unit (number of rooms) fee.
8. Recreational vehicle park license: a base fee plus a per unit (number of pads) fee.
9. Seasonal retail license: a base fee.
10. Farmer's market license: a base fee.
11. Short term license: a base fee.
12. Solicitation license: a base fee.
C. Fees will be determined based on the numbers of pads, employees, or other statuses as of the date of submission of the application for that year.
D. A business will be subject to the most specific single fee category applicable to the business.
E. The City Manager has the authority to determine which fee category is applicable to a specific business based on the description in the application.
F. The City Manager shall prorate any business license fee for any new business commencing business operations on or after January 1. The City Manager shall not prorate fees associated with renewals of prior business licenses under City Code § 3-1-6(E).
G. Nothing contained in this chapter shall be taken or construed as vesting any right in any license as a contract obligation on the part of the City as to the amount of the fee under this chapter. New, additional, or altered fees or taxes under this chapter or this code may be added, increased, or decreased at any time by the City. (Ord. 698, 8-5-2020, eff. 8-31-2020)
