(A) No person shall place any leaves or grass clippings in any street, gutter, alley, or other public place, owned by the person or not.
(B) No person shall cast, sweep, or deposit, anywhere within the town, any leaves or grass clippings in such a manner that they may be carried or deposited by the elements upon any street, sidewalk, alley, sewer, parkway, or other public place.
