The Building Commissioner may issue a permit on an annual basis for the sum of $50. The Building Commissioner shall have the right and duty to inspect any site for which a permit has been issued at any time, and at least every 30 days. The inspection fee of $10 shall be chargeable to, and paid by, the permit holder.
