(A) Disbursements from this fund shall be made for the purposes of either returning security/damage deposits to those persons entitled to refunds, or for transferring funds to the Parks and Recreation GeneralFund of any security/damage deposits made by persons who do not fulfill their obligations and who therefore are not entitled to receive a refund of their deposits.
(B) Monies may be disbursed from the Parks Non-reverting Security/Damage Deposit Fund without appropriation upon the filing of a proper claim which follows the claim procedures required by the statutes of the State of Indiana and the ordinances of the town.
