(A) A special non-reverting operating fund is hereby established for the purpose of receiving and holding fees charged by the Clarksville Parks Department and or Clarksville Parks and Recreation Board in regard to senior citizen trips. This fund shall be entitled "Clarksville Parks and Recreation Non-Reverting Fund/Senior Citizen Trips" and the moneys may be expended from this fund only upon the filing of a proper claim in issuance of a warrant by the Clarksville Clerk-Treasurer after appropriation by the Clarksville Town Council. Hereafter the Clerk-Treasurer shall not deposit moneys received by the Clarksville Parks art Recreation Department as activity fees from the operation of the senior citizen trips, adult classes, programs and activities into the Parks Department's General Fund, but shall deposit those funds into said non-reverting fund.
(B) The Park and Recreation Department and the Park and Recreation Board are hereby required to use the non-reverting fund to the extent and in the manner allowed by law.
(C) The authorization for this non-reverting fund shall expire when a subsequent ordinance provides, and funds in the account shall be transferred to the Park and Recreation Department General Fund.
