§ 36.140 TYPES OF EXPENSES.
   The Clerk-Treasurer is granted the authority to issue warrants in payment of the following types of expenses for both the town and the town's wastewater treatment utility without the prior approval of the Town Council or other boards or commissions having authority to approve such claims.
   (A)   Necessary transfers of funds to the Payroll Fund or the Insurance Fund of the town;
   (B)   Transfers of funds between depositories or bank accounts of the town;
   (C)   Payroll claims, including the distribution of payroll withholdings;
   (D)   Claims for utilities, including claims to vendors providing long-distance services and mobile or cellular phone services;
   (E)   Claims for the employer's share of employee group insurance premiums or obligations such as administrative fees authorized under the policy agreement;
   (F)   Employer's share of employee retirement plans;
   (G)   Employer's share of FICA and Medicare;
   (H)   Claims for reimbursable unemployment benefits and charges;
   (I)   Claims for temporary loans either from fund to fund within the town funds or between the wastewater treatment utility and the town, and claims for the repayment of such loans;
   (J)   Claims for the purchase of investments;
   (K)   Claims for the payment of leases or lease-purchase agreements previously entered into by the Town Council or the Parks and Recreation Board, or an agent or other official at the direction or on behalf of the Town Council or the Parks and Recreation Board;
   (L)   Claims for the payment of principal and interest on bond issues;
   (M)   Claims for the payment of principal and interest on loans or notes previously approved by the Town Council or the Parks and Recreation Board or an agent or other official at the direction or on behalf of the Town Council or the Parks and Recreation Board;
   (N)   Claims for payments made pursuant to the terms of contracts or franchise agreements which have been approved and executed previously by the Town Council or the Parks and Recreation Board, or the town's Redevelopment Commission, or by any other agent or official at the direction and on behalf of the Town Council or Parks and Recreation Board.
   (O)   Claims for refunds of amounts received for fees or billings which are determined to be due the payees, including but not limited to refunds due from the discontinuation of wastewater treatment services;
   (P)   Claims for seminars, roundtables, workshops, or other similar events which require a registration fee in advance of the event;
   (Q)   Claims for postage;
   (R)   Claims for buy money from the Buy Money Fund;
   (S)   General grant programs where advance refunding is not prohibited and the contracting party posts sufficient security to cover the amount advanced;
   (T)   Grants of state funds;
   (U)   Maintenance or service agreements;
   (V)   Payments on state or federal tax returns, including but not limited to special fuel taxes, sales and use taxes, and state gross income taxes;
   (W)   Payment of insurance premiums on town property, including but not limited to general liability insurance policies, automobile insurance policies, and boiler and machinery policies;
   (X)   Payment of premiums for Workmen's Compensation coverage.
   (Y)   Property or services purchased or leased from the United States government or an agency or political subdivision of the United States government. The services in this section shall be deemed to include, but not be limited to, charges for license and permit fees, filing fees, recording fees, and fees for the release of liens filed by the town that have been recorded in connection with authorized activities of the town, including delinquent sewer charges or abandoned building costs.
   (Z)   Expenses that must be paid because of emergency circumstances.
   (AA)   Expenses to be paid from the town's Donation Fund, with monies that have been donated for a specific purpose or project.
   (BB)   Credit card, charge card, and other charge accounts of the town.
   (CC)   Tolling expenses for the Ohio River bridges incurred for town business.
