It shall be unlawful for any person to ride or drive upon or over, with any type of motorized vehicle, including but not limited to automobile, motorcycle, dune buggy, or minibike, any floodwall or earth levee which is under the control of the Jeffersonville Flood Control District, except for the purpose of passing over the same at a public or private crossing, or upon such parts as may be or may become part of a public highway or for the purpose of inspection or repair.
