§ 112.18 ISSUANCE OF LICENSE; APPEAL OF DENIAL.
   (A)   Upon payment of the application fee, submission of all information required by application, and upon proper inspection, a license shall be granted immediately, if all requirements described herein are met, and unless it appears that any such applicant has deliberately falsified the application, or the record of the applicant reveals a conviction of a felony or a crime of moral turpitude.
   (B)   Any person denied a license pursuant to these provisions may appeal to the Town Council, in writing, stating reasons why the license should be granted. The Town Council may grant or deny a license.
   (C)   All licenses issued hereunder are nontransferable; however, provided that a change of location of a massage establishment may be permitted pursuant to the provisions hereof.
