(A) Unless excepted under division (B) below, an electrical contractor’s license shall be required for any person who performs electrical work for which a permit is required under Chapter 150 of the Clarksville Municipal Code.
(B) No electrical contractor’s license shall be required for:
(1) An authorized employee of the United States, the State of Indiana, or a political subdivision of the State of Indiana if the employee does not profess to be for hire and is acting within the scope of the employee’s employment;
(2) Public utilities with respect to construction, maintenance, and development work performed by their own forces incidental to their business;
(3) The owner occupant of a residential unit when the owner occupant is installing, altering, or repairing the electrical systems of the residential unit in which the owner occupant resides. This exception is contingent upon the owner occupant’s completion of a homeowner’s electrical affidavit on the form prescribed by the Building Commissioner.
(4) Construction, alteration improvement, or repair of an electrical system, located on a site, the title of which is in the name of the United States or the State of Indiana, or to construction, alteration, improvement, or repair on a project where federal or state law supersedes this chapter; or
(5) An individual who is employed or acts as a maintenance person at the individual’s place of employment if the complex contains four or more residential units.
(C) Licenses shall be nontransferable.
