The Superintendent of the Parks and Recreation Department shall have the authority to issue permits for the sale of food and beverages on all property located on Riverside Drive during special events and occasions. It shall be unlawful for any person, firm, or corporation to sell food, beverages, or any other merchandise or goods on Riverside Drive without a permit issued by the Superintendent.
