(A) The Building Commission of the Town of Clarksville is hereby established.
(B) The Building Commission shall serve as the hearing officer for actions brought before said Commission as related to this subchapter.
(C) The Building Commission acts as the hearing officer only, and has no authority over the Department or the enforcement authority.
(D) The Building Commission shall consist of five citizen members, who are appointed by the Town Council who either reside or own property within the boundaries of the Town.
(E) Building Commission members.
(1) Three members shall represent contractors who are knowledgeable in the various aspect of construction (general contracting, plumbing, electrical, mechanical (HVAC);
(2) Two members shall represent citizen members who are not involved in construction;
(F) Building Commission members; appointments.
(1) Three members shall be appointed by the Town Council, two of which shall have knowledge of construction;
(2) Two members shall be appointed by the President of the Town Council, one of which shall have knowledge of construction.
(G) Building Commission members; terms.
(1) The Town Council appointee shall serve an initial term of two years, ending on December 31 of the second year;
(2) The President of Town Council appointee shall serve an initial term of one year, ending on December 31 of the one year;
(3) All subsequent terms for appointee shall be for two years, ending on December 31 of each applicable year.
(H) The Town Council shall establish by ordinance a schedule of maximum performance bonds which are applicable to various types of ordered actions set down by the Unsafe Building Commission.
