(A) A non-reverting fund is hereby established titled Clarksville Fire Non-Reverting Fund for Monies Collected for False Fire Alarms. The Fund is established for the purpose of receiving, holding and dispersing monies that have been received by the Fire Department from responding to false fire alarms under Ordinance No. 2018-G-07. Hereafter the Clerk- Treasurer shall not deposit into the Fire Department's General Fund, moneys received for responding to false fire alarms, but shall deposit those funds into said Non-Reverting Fund.
(B) Following an inventory and accounting of this Fund, the Fire Department may use funds from the Clarksville Fire Non-Reverting Fund for Monies Collected for False Fire Alarms for reasonable and necessary Fire Department expenditures for fire prevention education, inspections, and to purchase educational materials for firefighters as allowed by law. Monies from the fire prevention education, inspections, and to purchase educational materials for firefighters may be dispersed without appropriation in payment after:
(1) The filing of a proper claim; and
(2) The issuance of a warrant by the Clerk-Treasurer.
(C) Claims under this section may be treated as pre- approved claims pursuant to IC 36-5-4-12.
(D) Authorization for the fund shall expire when the Fire Department notifies the Town Council that the purposes of the Fund no longer exist or a subsequent ordinance so provides and any funds remaining in the account shall be transferred to the Fire General Fund.
