(A) A non-reverting fund is hereby established titled Clarksville ClarkFest Non-Reverting Fund is established for the purpose of receiving, holding and dispersing monies that have been received by the ClarkFest Committee. Hereafter the Clerk-Treasurer shall not deposit into the town's General Fund or other funds any moneys received for ClarkFest but shall deposit those funds into said non-reverting fund.
(B) ClarkFest committee may use funds from the Clarksville ClarkFest Non-Reverting Fund for reasonable and necessary expenditures as allowed by law. Monies from the Fund may be dispersed without appropriation in payment after:
(1) The filing of a proper claim by the chairman of the ClarkFest committee; and
(2) The issuance of a warrant by the Clerk-Treasurer.
(C) Claims under this section may be treated as pre- approved claims pursuant to 1C 36-5-4-12.
(D) Authorization for the Fund shall expire when the ClarkFest Committee notifies the Town Council that the purposes of the Fund no longer exist or a subsequent ordinance so provides and any funds remaining in the account shall be transferred to the Fire General Fund.
