The legislative body of the town (the Town Council) shall consist of seven members:
(A) The Town Council shall have one member from each of the five districts established by § 30.02. Each of the members representing a district shall reside in the district from which he or she is elected and is to be elected only by the voters of that district.
(B) Further, the Town Council shall have two members, who may reside in any of the five districts of the town, who are at-large members of the legislative body and who shall be elected by the voters of the entire town.
