A special non-reverting operation fund is hereby established for the purpose of receiving and holding money received by the Parks Department from the purchase or use of gift cards. This fund shall be entitled “Clarksville Parks and Recreation Non-Reverting Fund/Gift Cards” and the moneys may be expended from this fund only upon the filing of a proper claim in issuance of a warrant by the Park Board. Hereafter the Clerk-Treasurer shall not deposit into the Park Department’s General Fund, moneys received by the Parks and Recreation Department from the sale or use of gift cards, but shall deposit those funds into said non- reverting fund.
