§ 113.11 RECORDS OF PURCHASES.
   (A)   Every person, company, store, corporation, partnership, limited liability company, or other business within the town that buys valuable metals, precious metals, precious stones, is a pawnbroker or second hand dealer shall keep and preserve data on or through an electronic or computer data system information which shall be transmitted on a daily basis for the preceding 24-hour period of operation, via electronic forms of transmission, to the Police Department using the records management system of the Police Department to record the following information:
      (1)   The date and time of the purchase;
      (2)   An accurate account and description, including the weight, of the valuable metal, precious metal, or precious stone or the item submitted for pledge to a pawnbroker, or an item submitted to a second hand dealer; and
      (3)   The price paid for the item.
   (B)   The storeowner or operator shall further require the submitter of the valuable metal, precious metal, precious stone, pledge, or item to the second hand dealer to be properly identified with one verifiable piece of current government issued photographic identification that shows the name, address, sex, race, and date of birth.
   (C)   All information required to be kept hereunder shall be preserved on electronic or computer data system, and shall be subject to inspection at all times during normal business hours by members of the Police Department. The information shall be retained on the business premises for a period of one year from the date of purchase of the valuable metal, precious metal, precious stone, pledge or item submitted to a second hand dealer.
   (D)   All transactions covered under this subchapter shall be submitted to leadsonline.com.
   (E)   It shall be unlawful to receive any valuable metal, precious metal, precious stone, item for pledge or item to a second hand dealer from a person under the age of 18 without adult permission, in which both parties must submit the identification required above.
