(A) A non-reverting fund is hereby established titled Clarksville Police Non-Reverting Fund for Grant Monies. The fund is established for the purpose of receiving, holding, and dispersing monies received by the Police Department from state or federal agencies for specific purposes.
(B) The Police Department may use funds from the Clarksville Police Non-Reverting Fund for Grant Monies for any purpose for which the grant money was received, according to the terms of the granting agency. Monies from the Clarksville Police Non-Reverting Fund for Grant Monies may be dispersed without appropriation after:
(1) The filing of a proper claim; and
(2) The issuance of a warrant by the Clerk-Treasurer.
(C) Authorization for the fund shall expire when the Police Department notifies the Town Council that the purposes of the fund no longer exist or a subsequent ordinance so provides and any funds remaining in the account shall be transferred to the General Fund.
