The Clarksville Parks Department may use the deposited funds to pay liabilities associated with accumulated yet unused leave time of Clarksville Parks Department employees, and the funds may be dispersed without appropriation in payment after:
(A) A determination of the appropriate amount by the Clarksville Parks Board; and
(B) The issuance of a warrant by the Clerk-Treasurer.
