(A)   Effective April 12, 2001, the Sheriff’s office shall assess a $25, tow-in fee for each vehicle the Sheriff’s office orders towed, except those vehicles that must be towed as a result of circumstances beyond the vehicle owners control (i.e., a vehicular accident for which the owner/driver bears no fault).
   (B)   Effective April 12, 2001, any entity that provides tow-in service for the Sheriff’s office shall collect the Sheriff’s office tow-in fee, along with its own fees, prior to releasing any towed vehicle to the owner, and shall forward the Sheriff’s office tow-in fee to the Sheriff’s office a minimum of once a month.
   (C)   The Sheriff shall deposit all fees collected into the Group Health Insurance Benefits and Medicare Supplement Insurance to Retired Full Time Sheriff’s Office Employee’s Fund.
