(A) There is hereby established as one of the executive departments of the county a Department of Aviation, which shall be under the control of a Board of four members, to be known as the “Board of Aviation Commissioners”.
(B) Such Board of Aviation Commissioners shall have the power to acquire, improve, operate and maintain an airport in the county.
(C) Said Board of Aviation Commissioners shall have the duties, powers and authority granted to it by the laws of the state pertaining to the acquisition, improvement, operation and maintenance of an airport.
