There is hereby established and declared the intent and purpose of the City Council and the Mayor of the city to create jointly with the County Commissioners of Rogers County, a Metropolitan Area Planning Commission as provided by the state statutes. By reason thereof, the Mayor of the city is authorized and directed to act on behalf of the City Council as provided by law and to affix his signature to an agreement for this purpose jointly with the signatures of the County Commissioners. The signatures, when affixed and properly attested, shall validate this section and it shall become effective from that date. With the validating signatures, the intent of this section shall have been carried out.
