The Health and Sanitation Department shall consist of a City Physician, who shall be the City Superintendent of Health, and such other employees as may be authorized by the City Manager. The City Physician, Superintendent of Health, and the employees of this department shall perform such duties as are prescribed by state law and as may be prescribed by ordinance. The employees of this department shall work under the direct supervision of the City Manager acting in conjunction with the City Physician.
