All plats or other plans for developing new areas or additions which are to be connected to the water or sewer facilities of the city shall be resented to the proper regulatory bodies as provided by present statute, ordinance, resolution or in order to comply with this subchapter for the purpose of having a determination made of which streets therein are major streets and which streets therein are residential streets. Such regulatory bodies shall decide the question by a majority vote.
