The owner of each habitable building situated within the city shall cause to be placed upon the building the number thereof as assigned by the super-intendent of the water deportment. Each number shall be of neat design, and the figures used shall be not less than 2-1/2 inches in height. All buildings hereafter constructed shall be numbered within ten days of their completion of construction.
