Basis for numbering buildings within the city shall be established upon a basis of 100 numbers to each block, beginning at the north-south division line and at the east-west division line. The blocks immediately adjacent to a division line shall be designated as the 100 block, and all buildings therein shall be numbered between 100 and 199, as prescribed by the superintendent of the water department. Numbers in succeeding blocks shall be established serially on a basis of 100 numbers to the block as designated by the superintendent of the water department.
