Board members shall hold office for a term of five years from May 1 following their appointment, and their terms shall be staggered so that one Board members' term expires each year. No person shall serve more than two full successive terms of the initial appointments, the members shall cast lots for respective terms of one, two, three, four and five years; thereafter the terms of all directors shall be five years. Vacancies shall be filled in the same manner as original appointments for the remainder of the unexpired term.
