The Will Rogers Public Library shall be advised by a Board of five members appointed by the Mayor with the approval of the City Council. Appointments to the Library Board shall be made on the basis of ability, understanding of the total responsibilities and objectives of public libraries, and an active interest in the attainment of these goals. All Library Board members shall serve thereon without compensation and shall be appointed by the Mayor and confirmed by the City Council.
